Although the attempted revocation of a license is a civil matter typically conducted before a city council, the allegations giving rise to a revocation hearing are oftentimes criminal or quasi-criminal in nature, the initiation and/or prosecution of which rests with the city’s police department or other applicable law-enforcement agency.
